Julia Manske

Julia is a consultant focusing on data and digital innovation. She advises NGOs, governments and multinational organisations in strategically addressing opportunities and risks of digital technologies. She has collaborated with Konnektiv on a number of studies on the topic of digital development.

She is also a research associate with the Data-Pop Alliance, a global policy fellow of the ITS in Rio de Janeiro and an independent evaluator of the Horizon2020 program of the European Union. As a researcher, Julia has prepared a number of policy publications in the field of data for development, ICT for development, digital rights and data protection.

From 2017 to 2018, she worked as a consultant for UNICEF Mexico supporting the office in integrating innovation and technology into their programs. Previously, Julia worked for Stiftung Neue Verantwortung where she developed policy recommendations and advocacy strategies around public service innovation, data governance and data protection. Julia also worked for Vodafone where she coordinated and supported the piloting of mobile phone based services to tackle social challenges.
